Not where the document carries its fonts with it. Where a font is one of the fourteen a PDF is allowed to assume is installed, Folio stands in a face with the same metrics, so line breaks and spacing hold.

Can I edit a scanned PDF?

You can mark it up, draw on it, sign it and reorder its pages, but you cannot retype it. A scan is a photograph of a page: there are no letters in it to edit, only pixels.
